I am a contractor in Oregon. I would first check and see how reliable this builder is. If he does work in a particular county you can check with the building code officials and they will be able to give you some insight as to the quality of his work. Check references and past projects especially for completion on "time" . Talk to other contractors in the area that now him. Make sure that you include a penalty clause for not completing the project in a certain amount of time.
If he has credit problems it could be that he is undependable, don't let your greed get in the way of good thinking..
