I would contact one of the large underwriters that write the policys for the local companies. Chicago Title comes to mind where they will write the policys for your local ABC Title Company. You may want to start by opening a branch office with an existing agency in town already. This would be easier and cheaper. I know there are big $$$ requirements to open an agency or especially an underwriting company.
