I think that as a safe investment, they can be terrific. Rarely are they home runs since most tax liens are redeemed... but if you are able to buy at the right price, and have the cash to service the liens... they can be great, short term vehicles.
There is a lot of stiff, well financed competiion at the public lien auctions... with institutional/professional buyers often bidding down the interest rate to 0%.
Do your homeowrk, attend a few sales to see how they go...
