First Time Here And Have Few Questions

Hi, my name is Andrew and I'm located in Philadelphia, PA. I am interested in buying tax lien properties that are being auctioned off in the area, but have a few question. 1: Can I pay the amount with getting a loan from a mortgage company? 2: Any Liens against the property becomes my responsibilty to pay? 3: Any Web site or what place do I have to go to do a title search and does it show all the liens on the property? 4: Can I flip it right away? Any help would be very appreciated. BTW, is there a FAQ or anything like FAQ in this website?
