If it serious work, (electrical, pumbing, structural) I would recommend getting a bonded contractor. Bonded means they are OK as far as the city or state guidelines, and have a good work history. If its painting, and minor stuff, then why not, probally a lot cheaper.

If you're not the DIY type, or can't tell if it's being done right, I'd leave the roof to the professionals WITH REFERENCES, and verify those references too. Roof's aren't that complicated really, but if they are not done right, everything beneath them is potentially in danger when the storms come. It'll be kind of hard to get the college students to guarantee their work. Licensed profesionals should be able to guarantee their work, and will have insurance etc.

Just make sure you are insured should anyone fall and hurt themselves. It is always best to hire a professional with licenses etc. But to save a buck or two, I have used them to do some of the grunt work. For instance I had an electrician that would come out and do the actual connections, but I would have a kid do the running of the wires, and the digging up to the pole and house. The electrician would then only be there 15 minutes, connect everything, and verify that what was done was ok. The kid would then cover up with soil, start puttying the drywall etc etc.
Shingles, as long as they were blown off and the roof isnt going to cave in when he gets up there should be ok. But make sure you arent asking for a lawsuit, and if you are you are covered. If it is too extensive of a repair then definitely hire a proffesional, as you will want the receipt to prove it was done right. There are probably better answers in the landlord or rehab sections though.
