PA Tax Lien Certificates ?
I have found that most counties in PA have tax deed sales. Are there are PA counties that conduct tax lien sales in which you purchase the certificate, not purchase the property. Which counties conduct lien sales?

I don't know of any counties that do TLC's in PA, although some municipalities may. Call any county and ask them.

I could be wrong but I believe it is a state thing. It is state laws that are followed here in Texas and not city or county laws in regards to tax sales. I have read on line some of the laws and it is for sure state stuff. You may try your local taxing authority and read the laws they have there too.

There are states where both tax deed and liens are approved.
At that point each county can choose how they want to handle delinquient taxes within the state rules.
Be aware that counties do have the ability/rights to enfore specific rules and procedures regarding their tax sales -- so their are differences that exist within a state at the county level.
