Judgments against owner

Hello again, Is it my understanding that liens in Arkansas tax sales are not canceled by a tax sale? I have obtained offer letters from the Commissioner of State lands on some parcels, but when I do the research at the courthouse it turns out the property owner has many mechanic liens and others on a property. I am certain the Commissioner did not notify these lien holders about the tax sale. Finally, do judgments against the owner of the tax delinquent property "cloud" the title and would I be responsible for paying that judgment? Thanks, Peter
