Most of the large banks have tax lien portfolios.. Also, there are several tax lien funds that purchase and resell tax liens. Do a google search for tax lien funds and you will find several.
I would email them and ask if they sell tax liens. You will probably get a favorable response.
The good thing about buying from institutional investors, is they generally do a pretty thorough job of due diligence.
