How to appeal a rejection? Find out why, specifically, the Proposal was rejected. If it's because you didn't properly prequalify the short sale candidate... (the Borrower, the Lender, and the Property) shame on you! You really only get one chance to present your Proposal... and first impressions count! Make your Proposal all it can be!
If their rejection was due to your Proposal ... it either wasn't compelling or adequately supported, you'll not make that mistake next time, so chalk this experience up to tuition.
If their rejection was due to an internal policy decision, there isn't much you can do about that, it happens.

Are you saying that the Seller had made previous requests for short sale consideration, but each time the deal collapsed?
No way of knowing if the Seller's application, and your Proposal was realistic.
Did you prequalify 1) the Seller, 2) the Mortgagee, and 3) the Property for short sale?
