Cold chisel and hammer or rent a roto hammer with a chisel bit.
Better to buff or sand it. Or you can use a thin layer of cement to even it out
Is this on a concrete floor? If not, you should remove the backerboard - that will take care of the problem entirely.
Whoever does it - give them proper eye and hand protection from the flying debree.
If you are going to put something on top of it anyway, I would use self leveling cement. A good idea on old floors before retiling in any case, as they tend to be uneven. Chris
