How Do You Permanently Fix Mold Damage?

I found this house in a great neighborhood that needs rehab and is being sold for very cheap.



The problem is that there appears to be mold damage in the basement recreation room on the wood panels. Is there a way to permanently fix this problem?

I heard you can clean the mold with bleach. I was also thinking of replacing the carpet with tile floors to prevent accumulation of mold. Also replace the rotten wood walls with beadboard.

Would a sump pump prevent the mold from coming back? Any other ideas?

    all good suggestions:
    Basements=moisture moisture=mold
    Coat the cement or stone walls behind the panel with a cement rubber sealant or waterproofing product after those other methods of removing it. This should keep it from getting moist thus keep the mold from returning.
    Tile was a good idea to replace the moisture build from the floor. But also the exterior if it needs gutter work the water might be flowing heavy off the roof close to the base of the home causing excess water to accumalate around the base walls which is leading toward the dampness problem.
