Have A House I Am Looking At Need Some Suggestions

I am currently birddogging in the Jacksonville area and was wondering about a house the seller who is looking for 35k or o.b.o. for a home that has been made into a 4/2.........use to be a duplex. The area is a depressed area, but the few who have home there do take care of them.
How would I go about having someone give me an estimate on the cost to turn it back into a duplex? If bought I would rent it hud. I figured for the area I could get 500.00 ea thru hud.
I don't want to spend to much on just searching, do you have to pay for contractor bids?
