Permit requirement can vary from county to county.
It is always in your best interest to contact the proper authority, typicaly zoning and building department to obtain the correction information on permits.
Just because you are rehabbing a house does not mean it may have to meet current code other then any new devices or structures being added. Again this is a question for the building department.
In regards to a company doing a "turn key" unpermitted job........well it looks like the owner has everything to lose and the out of state company has your money and nothing to lose..................this is a no brainer.
