Welcome Letter, How Do I Go About Saying Increase In Rent?

Today I am closing on a fourplex and the current owners have it set up that the owners pay for the tenants water is is approximately 120/month. I was going to try to separate the meters but due to some difficulty that would cost over 3,000 dollars so instead of doing that I wanted to increase the rent 30.00 per unit in order to cover that water fee. How do I go about explaining this in my welcome letter. I want to make it sound like there is a really good reason for increasing the rent to cover the water charges but do not know how to word it. I would appreciate any opinions. Thanks.

    I assume they are month to month as far as tenancy? If they have leases in effect, you are bound to honor them for the term of the lease (unless your state is different than mine).
    When able, I would definitely put as positive spin as possible on how and what you say (assuming they are good tenants).

    These people are on month-to-month, so it is a 30 day notice to change their lease agreements. Anybody have any good wording on how to word this in a letter?
