Many housing authorities require an application be filed in person. This is the case for me locally and in many areas. I actually went online a week or so ago to find an app to answer a general question and could not find one.
Go to http://www.google.com and search for housing authorities in your area. Where are you located?
You should be able to do a search under your county or city and housing authority.
Call your local municipal building and ask them for the section 8 department!
