You are asking for basic information and there does not seem to be any responsibility to find willing sellers. Hence I would say pay per contact/lead/name/note. The idea being you are buying a list of suspects for marketing and you can do the same if you buy a mailing list.
BTW - Unless you want something unique you likely can buy a list for a lot less then you can hire a person. You are paying 100% for the effort to locate the names. A seller of such lists can use the data multiple times for different purposes and is fully automated. Hence they will have lower costs per name.
