The second sounds pretty expensive. Have you done the math to see if refinancing the 2nd at a more competitive rate lets you come out a head even with pre-payment charges? If you could get a good rate on the 2nd (HELOC's are pretty low if your credit is good, etc) then you can get 20K without a lender needing to take a third position.
Try a local bank or credit union. They are the most likely source especially if you only want 20K
