(Need Advice) *Creating A Business District

This will officially be my first post, and I am proud of it given my luck in finding this great website.

I am looking to create a beautification project for a little run down city, and need advice in how to do this... possibly through the strategy of creating a business district.

My goal is to revamp this lttile town, and possibly profit by picking up office & retail leases along the way.

Does anyone know where I would begin in a project such as this?

    or working to form an RDA.

    My home town has an RDA authorized to issue bonds for RDA work, but the RDA district is limited to a mall and a couple blocks around it.

    If other areas of the city want access to RDA $$, they have to get that area added to the RDA district.

    A few preliminary questions,

    How big a town is it?

    How much expertise is there in the city government?

    Is your motivation primarily economic or primarily to improve your town?

    How good a friend is the Mayor?

    What resources do you bring to the table? (money, track record, construction experience, etc.)

    The property was a good size lot, I would say about an acre; but nearly the whole lot is utilized as a detention basin (under water); there is no room for any other use. Assuming the buyer is a sophisticated investor, what would he be able to do with this?

    He very possibly could be able to loose his shirt on this property.

    Have you asked him? The answer really is hard to say w/o knowing the local ordinances which are going to dictate allowed use and allowed methods for detention. You could take a plat of the lot to the county engineer and get their input.

    federal grants to make it wetlands, and protected habitat, and then donate it the nature conservancy.

    It would be interesting to watch and learn.
