How Would You Deal With A Flat Roof That Collects Water?

We are about to put an offer on an apartment building with only one major flaw: a flat asphalt roof that collects rainwater after downpours. Once we get it under contract, what would you negotiate for? I am thinking about asking for a repair allowance of $15-20k to fix the roof. How much can be done to repair it in this price range? Maybe we could replace the shingles and install some kind of drains?
