TIL Statement

Do private lenders (i.e. individual lending to an individual) have to serve a TIL statement if lending to an individual buying his own home (homestead)?

If it isn't served at the time of the mortgage can it be corrected (served later) or is it better to do nothing?

Or does the law only bind major lenders and licensed brokers/lenders?
