Basically what I said was start with the Attorney Generals office to see if you can file a complaint.
Then check with the local court house and ask the court clerks who handles the type of case you need help with. They cannot give legal advice but will probably know the best attorneys name you are seeking.
If you can access the computers do a check for similar cases and who the attorney was and how he/she prevailed or did not prevail.
If the property was sold by a licensed real estate agent or any involvement, from someone licensed by the state, then call the Real Estate Commission and/or the State Contractors Board, since this is a new pre-construction property.
