Courtesy Notice Of Violation - Evection

I am a landlord in Sumpter Co. F.L. I am evectiing a tenit--He called the code dept to come inspect the unit he is living in which they did --then they sent me a letter listing all the code violations with a 10 day notice to repair them using only licensed contractors--this tenit has never given me notice on anything that needs to be fixed--Sumpter Co. seems to be going around the landlord tenit laws. My questions are these
1. do county laws superseed state code.
2. do inspectors have any right to inter my rentals
3. does anybody know if they can force me to fix this or is this "Courtesy notice" just that. with no teeth????
4. can the county go around the landlord tenit laws .
5. can the county force me to fix the damage the tenit is causing while an ongoing evection is going on.
6. do any landlords in Sumpter Co want to join me because as soon as the tenits learn that they can harass the landlord and go around the landlord tenit laws it spells trouble for all landlords. please leave a message

statute 83.5 states that the tenit must notify the landlord of repairs that must be made
