DU/TRI Zoning

I have two lots side-by-side. One with a tri and one empty. If they are both zoned du/tri, then why does the county say I can have either a tri on one and nothing on the other OR a duplex on each? Do any of you developers understand this logic? Obviously , I would prefer two tri's. Any advice?

    Take a look at the current zoning ordinance. After that, talk to the zoning officer. The restriction may have something to do with past use. A past owner may have entered into some agreement with the municipality or a past use may dictate what future owners can do.
