Can Reos Be Used In Assignment Of Contract

Hello I am a newbie, and i really want to get into rei, I have been reading alot about assignment/wholesale and i think this would be a good way to go. My question is can you purchase Bank owned properties with an assignment of contract? or do they usually want their money up front? I found a banked owned property and I would like to get in to contract and assign it to someone else, can you do this with banked owned peoperties? sorry if this sounds like a silly question.

Also can you negotiate on the price of banked owned properties?
