Most companies offer services, but you own nothing. Some are pricey in my opinion.
I have a custom website built for me. I think that is the better way to go because most of the websites that are prebuilt look dated. You will need some prior technicial knowledge if you want to have one custom built.
My website ended up costing me $300 and the hosting is $10 per year. It has streeming video to set it apart from the rest.
