No doubt this could be a huge step forward for recovery of a "normal" market-- if they implement this in a reasonable way. About time the Government realized that even scavengers have a role to play in a functional ecosystem. [ Edited by commercialking on Date 01/16/2010 ]

double check how realistic you numbers are. Is the seller interested in creative financing?
