It's different for each county in IL., refer to your county tax collector/recorder / tax agent. See if there's a website, review it
for the proper party to contact. Then see if there's a mention the procedure of how to petition your tax bill. If it's to time consumig or if a major reduction is what you seek, consider using 1 of the commerical services that collect only if the amount is reduced (50% of the reduction amount ) . The issue of wanting to lower the assessed value and ultimately lowering your property taxes is two-fold.
On one side of the issue you'll have the savings of not paying as much prop tax and you'll make more money.
The other side of the issue is that every idiot gets on the assessor's website and wants to know what the assessed value is. By having a low assessed value you'll potentially reduce the price you can ask for the property later.
This doesn't have as much correlation with commercial properties as it does with residential (in my area) but a low assessed value is definatly a negative if you ever want to sell.
