The 50% reule says that if you are doing any renovations/rehab on a non-conforming house (such as a house on a non-conforming lot, etc) the repairs cannot total more than 50% of the value of the structure in a 12 month period.
It means something completely different here in the Katrina Zone. If the house has damage exceeding 50% of the appraised value in the last 10 years (so as to include Hurricane Georges) it must be torn down or raised to the new flood elevations.

There are at least two companies in my area that specialize in cheap dbl pane replacement windows. The ads say any window $189/$199 each installed. The names are Champion and Window World. I have used WW. Windows are vinyl clad and dbl hung dbl pane. Had a huge issue with the installer not showing up when promised but am happy with the windows. Had them installed in a house built in 1950 and a townhouse built in 1978. Prices were as advertised.

I would say that that is a great price. They must have been standard sizes, amaller, and a lower quality window. I have paid much more than that.
