    I do not know what purpose you want the letter for, However If it is for getting financing or a partner, obviously they want to know weather you are capable of running a commercial apartment complex.
    I think they would like to know following
    1. How will you get the tenants
    2. How will you do background check and then select the tenants
    3. How will you handle problem tenants, for collection of rent or eviction
    4. safety procedures to avoid property or personal damages and insurance claims
    5. Risk management including insurance, emergency management procedures etc.
    6. Scheduled Property maintenance procedures, schedules, manpower,
    7. Financial and managerial control.

    My feeling is a para or a mini essay on each of the points above should work.

    The only time I ever saw anybody ask for such a thing it was the goverment asking for a "management plan" for some low income apartments they were thinking about funding. I simply said I had no idea how to go about writing such a thing and could they give me samples of several which they had recieved in the past. They did. I did a combination of cut and paste and some new writing.
