Tax Lien Foreclosure

I am a newbie and some questions regarding legal notices.

#1 I noticed some tax lien foreclosure notices under "List of Pending" (from County's website). Can I still contact the current owner of the property and purchase the property?

#2 I also noticed there is "Divorce" notice. Can I talk to the owner of the house (either husband or wife) and purchase the place? Or...you guys won't recommed because I would have to deal with their attorny, court, and etc...

    Yes you can.

    But before you talk to either you'd better go talk to an attny and get some education about risks and proceedures in your state.
