Legalizing Cash Out?

Has anyone found out a SURE way to justify "cash out" on the HUD? I have been told that doing an "option" is the best way. Is this true?

    Yes I am speaking of cash at closing. Just so I understand your suggesting to put a lien on the property and get the cash at closing. Is that correct?
