A Licensed Real Estate Wholesaler?

I live in NJ and have just found someone who calls himself a wholesale real estate broker. He claims to sell you an investment property not listed in the MLS for 50-70 cents on the dollar if you sign up to be an investor on his list that he calls (isn't this birddogging?) He is a licensed real estate broker. Is this legal?

    A licensee, either broker or agent, can do anything anybody else can do, legally.

    What about this strikes you as illegal?

    Maybe not illegal but sort of blurring the lines. Why would I need a licensed real estate broker if they were not MLS properties and I am not paying him his 6%? This just sounds like bird dogging to me.
