Tax Claim Deed

Hi, I bought a lot in PA on Ebay , I got a Grand deed from the seller, then I found out the land was bought from him as a tax claim deed and on the Deed stated as "...the redemption period having expired without the property having been redeemed, or any tax judgement entered not having been satisfied...." also, I found there are some issues (lien?) amount of $1400 of the previous seller recorded to the county as judgement on revival. Another one is the association amount of $2500 did not pay to that property's association.
I did not received any letters tell me to pay those amount yet. Are they liens? Does the seller has to pay all liens for the property if he is going to buy a tax Deed? Is it legal if the seller did not pay the liens and sold the property to me and promise that he gave me the Free & Clear Title? Please help! Thank you very much.

    If he gave you a title free and clear then there should be no liens or he is responsible for them.
    Go check the clerk of court or recorder's records. Next time do this BEFORE you buy
