Rules For New York

Does anyone have suggestions for finding and studying the rules for New York and New York City?

    For New York City, there are no rules. You cannot buy properties in NYC that have delinquent property taxes. The city is by law the only buyer. Then they have periodic auctions to resell the properties. I'm sure you can easily find the office in the city government that handles the reselling of the properties.

    As for NY state. Well, just do a google search for ny statutes. Then do some searching for tax sales tax delinquency, etc. A shortcut might be to find some county treasurer websites and see what they have to say about tax sales in their jurisdictions. Actually in New York, cities do tax sales, too. So check the websites for some of the major cities. I remember Syracuse has an auction scheduled maybe 6 months ago.

    Some of the auctions are handled by private auction firms. You might put "tax sale" and "ny" and "auction" or "auction firm" into a google-type search.

    I posed the original question because I have subscribed to a foreclosure list for Kings County (Brooklyn). This list provides dates for auctions of foreclosures. Included periodically are "Foreclosure of Tax Lien" sales. The plaintiff is always a trust such as "1998-2 Trust vs. John Doe". From what I understand, New York City sells off all the tax liens for a certain period time in bulk. What I do not understand is exactly what it is that is being sold at the couthouse when "Foreclosure of Tax Lien" is listed.
