Oklahoma: Norman, Stillwater Or Other ?

Hi Oklahomans and other people familiar with Oklahoma,

I plan to move from Maryland to Oklahoma in 2004 to focus on Tax Lien Certificates in that state. I have never been to Oklahoma before, and am wondering which city I should move to.

Which city would you suggest based on the following criteria:
1 - Centrally located to make it easier to drive to all counties.
2 - College town (for affordable dining and night life, plus maybe taking classes).
3 - Safe.
4 - Not too cold in winter.
5 - Enough green space for jogging.
6 - Availability of high speed internet access.
7 - No big city noise or traffic jams.
8 - Last but not least, in one of the better counties to buy Tax Liens (in case not all counties are created equal).

From Mapquest, it seems like Norman is ideal. I am considering Stillwater because there is a specific program I am interested in at Oklahoma State University, but it's not centrally located. Any other cities that meet 6 or 7 out of the 8 criteria ?
