Buying Tax Leins IN-State

I was wondering since I live in California and California does not have the best support from people I talk to about buying leins because they sell deeds? 1. whats the difference with buying tax leins in lets say colorado compared to buying deeds in cali? 2. I would like to start buying soon but am not sure if I should buy leins in Arizona without driving out their and checking them out? 3. Do I really need to see what Im buying first hand or can I research it through papers, and talk to the county their by phone?? thanks guys
