Can you purchase tax lein certificates in CA whenever, or only at time of auction? In other words, can I go to the tax collectors office and look through the catalog and after the proper research go back and purchase, provided they have not declared BK or redemed the prop?

None of what you say is realistic. There are no tax liens sold in California.
If you want to invest in tax liens, you will have to do so in one of the 26-28 states which offer liens, CA not included.
