There are a few good places to go and a lot to be careful about!
First, the National Tax Lien Association is a great resource. You can find them at www.ntlainfo.org.
16% Solution is a great BASIC book that will give you some overview of the TLC industry. But beware, it was written in 1994 and is quite outdated, at least what pertains to the various state laws.
