Privy To Property, Pre NOD - Best Approach?

It's been afew months since I've been on the site but something popped up and I wanted to throw it out and get an opinion or two...

I am a board member for my condo complex and am therefore made aware of owners who are behind(to the point that the board must lein the property) on their HOA dues. My next door neighbor is in this unfortunate situation.

Question: Would I be putting myself in a touchy situation(legal or otherwise) to approach my neighbor with an offer when the only reason I know he's in trouble is that I am privy to his HOA account activity??

If not, anyone have a good aproach on this??
