SS And Utilities

We have a SS approval and ready buyer. The water supply on the property is turned off bec seller had $2100 water+sewer unpaid bill. We put the bill on the HUD and the lender is OK, but the village WILL NOT turn on the water until they get paid NOW.



Problem: buyer wants to get a home inspection done. But without the water at home I guess they cannot do it



I thought of turning on the water main at street but you need a special wrench for that; the knob/ switch is usually 4-5 feet below the sidewalk. The tool is not avl and a licensed plumber would not turn on the water without a permission from village.

We just need the water on for 2-3 hrs for the home inspector.

    hold the money in escrow and have the city place a demand on the escrow for the $$$.

    Knowing that the 2K is there they might be willing to risk turning the water on for a day or 2.

    Well finally the buyers realtor tried and managed to get the Village to turn the water on for the inspection. I guess they did not like the owners and since we were representing them nothing was done; owners had a history of non payments. We are moving ahead with the closing!

    I had the same experience. The municipal utility company had an outstanding bill from the former owner. I bought the property as an REO and the settlement company did not escrow to pay the bill at settlement.

    When I bought the property, the city would not turn on the water until I paid the outstanding bill. Did not matter that the bill was not mine, they would not open a new account for me as long as there was an unpaid bill for the property.

    I have had plumbing lines checked without turning on the water at the meter. My contractor was able to do a pressure test with compressed air to check for leaks in the pipes. A lot less messy to find the leaks and fix them before you turn on the water.
