If it's higher than your offer, why wouldn't the seller want it?

The Reason The Seller Does Not Want To Submit His Offer Is Because The Neighbor Reported Him To The City For Not Decommissioning Septic And Hooking Up To City Sewer. I Meet The Neighbor As I Was Doing My Inspection And He Just Comes Off As A Ass, I Think He Has Little Man Syndrome If You Know What I Mean.

is this owner selling it on his own? does he have an agent? I'm pretty sure either way the seller does not have to sell to anybody they dont want to. even if the neighbor offers 20k more than you he still does not have to sell to him(that would be pretty dumb but he still would not have to). its his house, he could give it away if he so inclined. I would have the seller tell the neighbor "no thanks" I already have a buyer.
