Proforma For 20,000 SFR Strip Center

We are putting the proforma together for a 20,000 SFR strip center that we will be constructing in a rural area of metropolitan NY. It will attract mom & pop tenants, no credit tenants, that usually want to know how much a space will go per month. Therefore, trying to explain NNN, CAM, etc. to potential tenants will be a waste of time. As a percentage of gross potential income, is there any rule-of-thumb for expenses? Tenants will be paying their own utilities.
