Plaster Walls (mounting Cabinets)

Hi-



I need to mount a small cabinet (12 lbs, it could hold another 5 lbs once on the wall) ) in a bathroom that has plaster walls. The cabinet came with plaster anchors. Would a plaster wall hold 17 lb with anchors? OR would it just fall out of the wall? The studs are no where near where I need to put the screws.

    I would save all the brain damage and just use some toggle bolts.
