I'm not. But,depending on which city the house is in a may need to hire a licensed contractor to do various tasks. These usually include plumbing, electrical and siding/windows. The houses also are inspected by the cities each time it sells, so they know if you didn't get a permit or licensed contractor, so they could make you redo the work. These cities have what they call "Truth in Housing".
I Am. I know a lot of people who do this aren't and that's fine. I find that it is easier for me to work with sverly distressed properties in my area with contractor's liscense. Anyone could do it though.

I am a contractor and flipping houses with rehabs and I find it is easier to have a license when applying for a general permit although I do not always get a permit if the work is not to extensive. I also get asked by my buyers loan company sometimes if the work has been done by a licensed contractor when they know that work has been done on the house so for me it is helpful but could probably get around not having one.
