Best Sealant?

We tore out all the interior walls and drywall in the little apartment we just bought and discovered the walls (cinder block) were never sealed - causing mold and a few other problems. After I kill off the mold, is it overkill for me to seal the exterior walls and the interior walls with dry-loc? AND use tar paper on the inside before putting in the insulation?

    Are you positive this will do any good? It sounds like you are assuming moisture is moving from the exterior of the house through the blocks into the interior side of the blocks?

    It sounds more to me that the moisture is moving from the interior finished walls through to the interior side of the exterior blocks and has no where to go and is turning into condesation and then allowing mold to grow.

    Where would moisture come from on the inside? No pipe leaks or anything like that.
    I am pretty sure the moisture is coming from outside - the eaves off the roof on this thing are so short, the water runoff hits the sides of the structure.
