Look into an HSA. High deductible, with some tax advantages. Basically, you are sel-insuring the "small" stuff, but still have catastrophic coverage for the big stuff...
Each of these states Im sure have thriving areas as well as depressed...... I live in North Carolina, east of Charlotte.....construction is doing well however it is a buyers market. There is quite a bit of track building going on.....for subcontractors that is good and bad.........good because there is plenty of work if you are willing to hustle...............bad because wages or prices will vary greatly depending upon the competition.
I have seen installation of ceramic tile range from $2.00 per square foot to as much as $15.00 per square foot........average is about $5 - $6.00 for a installed that does quality work and has proper insurances
