First of all you should approach your Manager.
Suspend him and told him to adjust the rent.
If he is unable to do so, Directly approach the tenant and make the adjustments by your own self.

Communicate with your manager directly. You can not just terminate the contract because the pay is lower than your approved amount. You will have to honor. The manager may have done it to avoid vacancy of the property which would result to higher loss than reducing the rent.
