Building Codes, Who Is Responsible?

I have two houses under a L/O contract. My tenant is then renting the houses out to the actual people living there. There have been some changes in the city and they now have strict fire alarm rules. If there was an inspection would the fine typically go from the tenant to the landlord (my tenant)? Secondly, and I think I already know the answer to this, if there was a fire and injury. And the house didn't conform, could I potentially be caught up in the lawsuits?

    Must everyone convert or bring their building up to the new code, or are existing building grandfathered in?

    All must convert and be brought up to code.
