Got A Unique Offer Today

I was offered a note on a mobile home and land that has been foreclosed on. The land was seized by the association for non payment, The mobile was demolished for whatever reasons. The person has the note that the mortgagee still owes on it. What should I (trying not to laugh) offer? All they have is the unpaid debt but nothing left to foreclose on. Collection would be lengthy I am sure. Any insight would be greatly appreciated.

    What's the land or lot worth?
    LotSize?
    Where is it?...not in MoonLake up here in Pasco ....I hope!

    No its outside of the state , I didnt even bother to ask the pot and mobile home particualars since they were gone. I agreed to buy it at 10% of anything I collect they will get. This way if I dont get paid neither do they.
