As for finding fixer upper commercial property, I would suggest calling the banks and asking for their REO agent, they should more than willing to help you, and give you better deals if you can deliver. If the bank as for any letter of any kind, do bother with them? All you will need is a business card of the REO agent.
I made the mistake of sending a letter expressing my interest in REO property, only to realize that after doing my legal homework, that my letter or even a LOI can be used as a contract, and that the bank can possibly sue me for default of contract.
It depends on what your competition is offering. If all comparable apartments have central air I would seriously think about updating to stay competitive. But if they mostly have a/c window units then do that. If you go the window unit route I would suggest Kenmore from Sears.
